The European Commission has issued a preliminary finding that Meta Platforms, the owner of Facebook and Instagram, is in breach of the Digital Services Act (DSA) due to features deemed "addictive." Regulatory authorities are concerned about design elements such as infinite scroll, autoplay, and personalized recommendation algorithms, which they allege contribute to compulsive use and unhealthy digital habits among users.
This warning includes the potential for significant financial penalties, with fines that could amount to 6% of Meta’s global annual revenue if the company fails to comply with regulatory mandates. The EU's investigation has notably focused on how features like Reels and Stories may encourage excessive usage, labeling them as intentionally designed to keep users engaged for prolonged periods.
Meta has responded to the allegations but has not publicly detailed its actions to address the Commission's concerns. The outcome of this inquiry could set a precedent for how technology companies are regulated in relation to user engagement practices in the European Union.
